How do I get a Certificate of Registration (COR) and Authority to Print receipts from BIR?
You can visit the BIR Revenue District Office (BIR RDO) in your City, and submit an Application for Registration Form (link to the FORM). After completing your registration, the BIR RDO will give you an Authority to Print so you can have Official Receipt booklets printed by Authorized Printers.
How do I get a Tax Identification Number (TIN) from BIR?
A person should only have one Tax Identification Number. If you are a professional, freelancer or have a sole proprietorship, you will still use your individual Tax Identification Number. A separate TIN is given to a partnership, corporation or cooperative.

Getting a Business Permit

What is the difference between a business permit, a business license, and a Mayor's permit?
There is no difference. These terms are used interchangeably at the city or town level.

A Business Permit is a legal license for an individual or a business to start operating a new business or to continue with an existing one, in a particular City or Municipality.

How do I apply for books of accounts with the BIR?
When you apply for your Certificate of Registration, you can also have your Books of Accounts stamped at the Revenue District Office of the BIR in your city. An self-employed individual, partnership, company or cooperative may opt to bring their own manual ledgers that they bought from a bookstore. What do I need to do after securing a business permit?
After securing a business license, you are assumed to have complied and will continue to comply with all the Post-audit requirements, such as requirements for fire safety, health and sanitation, etc. Your city officer will gladly go through them with you during the registration of your business. An inspection shall be conducted within a month following the release of the business license to ensure full compliance.

Any violation of “conditions of approval” or non-compliance is sufficient ground for the the city to revoke / take away your license.
